I would mod whatever the options slider is currently set to - so if the options slider was set to 50%, dink script setting it to 50% would actually make it play at 25%. (Dink script should have no idea what the real music slider is set to)
It couldn't actually ever go higher than what the options slider is set to. So if the options is at 0, any set_music_vol command would be modifying the range between 0 and 0 so it could never turn on the music at all.
Changes in a DMOD would never modify the real slider.
